Isn't text-message MFA good enough?

It's far better than nothing, but SMS codes and simple approval prompts can be phished or worn down by repeated requests. Phishing-resistant methods such as passkeys and Windows Hello can't be tricked the same way.

Do we need extra licences?

Conditional Access needs Microsoft Entra ID P1, which is included in Microsoft 365 Business Premium. Privileged Identity Management needs Entra ID P2, included in E5 or available as an add-on. We'll check what you have and recommend the most cost-effective option.

Can you protect apps outside Microsoft 365?

Yes. Most modern business apps support single sign-on with Entra ID, so the same MFA and Conditional Access rules protect them too.
